Revision Commission of Qurultay Suggests Local Mejlises Along with Muslim Ummahs to Form Their Own Monthly Budget

On January 25-26, 2014, the Mejlis hold the interregional meetings with the delegates of the Qurultay, representatives of the local bodies of the national self-governance of the Crimean Tatars, local deputies and heads of the Muslim ummahs in Aqmescit/Simferopol, Dzhurchi/Pervomayskoe, Or-Qapu/Krasnoperekopsk and Akysheykh/Razdolnoe regions.

Mr Refat Chubarov, Chairman of the Mejlis of the Crimean Tatar People, his vices Mr Zaur Smirnov, Akhtem Chiygoz, Mr Nariman Jelyal, Mr Ali Ozenbash, Head of the Revision Commission of the Qurultay, heads of the Mejlis’ boards Mr Teyfuk Gafarov, Mr Bekir Mamutov, Mr Sadykh Tabakh, Mr Seydamet Yagyaev, Vice Head of the Department of Education Mr Ibraim Chegertma, members of the Mejlis Ms Dinara Seytgazieva and Mr Shevket Kaybulaev, as well as Mr Enver Arpatly and Mr Lemmar Yunusov, chairmen of Alushta and Simferopol regional mejlises took part in the meeting held on January 25, 2014 in Rodnikovoe village. Mr Esadullah Bairov, Vice Mufti of Crimean Muslims represented the Muftiat.

Mr Refat Chubarov, Chairman of the Mejlis of the Crimean Tatar People, his vice Mr Zaur Smirnov, Mr Ali Ozenbash, Head of the Revision Commission of the Qurultay, Mr Bekir Mamutov, Head of the Department of Culture, History and Spiritual Life at the Mejlis, Ms Dinara Seytgazieva, member of the Mejlis, Mr Ruslan Ibraimov, Head of the Department of Coordination of the Activity of Religious Communities at Muftiat, as well as the heads of Alushta, Dzhurchi, Or-Qapu and Aqsheykh regional mejlises Mr Enver Arpatly, Mr Refat Sayitablaev, Ms Sanie Ametova and Mr Musa Bilyalov took in the interregional meeting held on January 26, 2014 in Voinka village.

According to the tradition, the interregional meetings started with dua (praying).

Mr Refat Chubarov, Chairman of the Mejlis opened the meeting and stated the goal of the interregional meetings in every Crimean region noting that the dialogue and exchange of the opinions as well as the approaches to the performance of their direct tasks are the main components of the improvement of the current work in the regions.

He also underscored that every chairman and member of the regional mejlis, as well as the delegate of the Qurultay should not use a formal approach to his work, but prepare plans of one’s activity and take account before the electors.

In his turn, Mr Zaur Smirnov, Vice Chairman of the Mejlis reminded about the forms prepared by his Board to classify the work of the bodies of the national self governance of the Crimean Tatars, recommended holding the regular meetings of the regional and local mejlises, invite the representatives of the religious communities of the region, locals and deputies. “During the meetings we have to prepare and discuss the plans of our activity, analyze the current issues and problems in the region and take the particular steps to solve them effectively,”- Mr Smirnov said.

In addition, Mr Ali Ozenbash, Vice Chairman of the Mejlis and Head of the Revision Commission of the Qurultay recommended the members of the regional mejlises and delegates of the Qurultay to enter the boards of Milli Mejlis and appoint the responsible person among the members of the regional mejlis for communication and cooperation with every board of Milli Mejlis.

“The Revision Commission of the Qurultay also suggests the local mejlises along with the Muslim ummahs to form their monthly budget,”- Mr Ali Ozenbash said to the participants of the meeting referring to the statement of the Revision Commission of the Qurultay. – “This could let you solving a range of the local problems, but you have to take account of all the expenses before your nationals regularly”.

Mr Sadykh Tabakh, Head of the Board of the Mejlis expressed the similar opinion, proposing the Crimean Tatar entrepreneurs due to the existing capabilities to cooperate with the regional and local mejlises concerning the assistance to the nationals and development of the microregions.

Mr Bekir Mamutov, Head of the Department of Culture, History and Spiritual Life at the Mejlis was sure that the close cooperation of the regional and local mejlises, delegates of the Qurultay with the national periodicals will let us telling about the current events in Crimean Tatars’ life and many outstanding nationals that originate from this or that Crimean place. He also called the participants of the meeting to continue the subscription to newspaper “Qirim” and “Avdet”, as well as children’s magazine “Armanciq” among our nationals.

Ms Dinara Seytgazieva, Vice Head of the Department of Relations with Veterans of the Crimean Tatar National Movement, Public Organizations at the Mejlis told about the new initiative of the Mejlis aimed at consulting the citizens about entry into service of their houses. “We are ready to help our nationals to obtain the corresponding documents for their houses at minimal expenses. In addition, our Department is ready to render this service on the favorable terms to the veterans of the Crimean Tatar movement and everyone who was subjected to the deportation on May 18, 1944.

The participants of the meetings, including the delegates of the Qurultay, deputies of the councils at the different levels, as well as the electors themselves expressed their opinions about the necessity of early termination of powers of this or that member of the local mejlis or deputy who ignores his tasks and appeals of his nationals.

Commenting on the tense political situation in Ukraine and the dictatorship laws adopted by the Parliament of Ukraine on January 16, 2014, Mr Refat Chubarov, the Chairman of the Mejlis called his nationals to support the meeting planned by the Mejlis on January 28, 2014 at 12 p.m. in Simferopol under the slogans – stop bloodshed and establishment of dictatorship in Ukraine, abrogate the anti-democratic laws and restore the rights of the Crimean Tatar people.
