Delegates of Qurultay of the Crimean Tatar People of the 5th Convocation Will be Elected Through General, Equal, Direct Secret Elections
On January 12, 2013 the 5th session of Qurultay of the Crimean Tatar people of the 5th convocation was held in Simferopol. The main item of the agenda was the consideration and adoption of the “Regulations on the elections of the delegates of Qurultay of the Crimean Tatar people” in the whole.
After one day of work the delegates of Qurultay of the Crimean Tatar people made item by item discussion and approved in the whole the “Regulations on the elections of the delegates of Qurultay of the Crimean Tatar people” that will be held in 2013.
The First Vice Chairman of Mejlis Refat Chubarov read every article of the Regulations and after that is was put to the vote.
In conclusion of the detailed consideration and discussion of all 38 articles of the document, regulating the order and organization of the elective process of the elections of the new composition of Qurultay of the Crimean Tatar people, the delegates of Qurultay of the Crimean Tatar people of the 5th convocation adopted the updated “Regulations on the elections of the delegates of Qurultay of the Crimean Tatar people” by a majority of vote.
Thus, in compliance with the document adopted the Crimean Tatar public and political organizations, as well as their unions will be able to take part in the elective process.
The elections of 250 delegates will be held through the mixed (majoritarian – proportional) system.
Furthermore, the election of 50 delegates of Qurultay of the Crimean Tatar people will be held through the proportional system in one single multi-mandate elective district, including the territory of the Autonomous Republic of Crimea, Zaporozhe and Kherson regions, Kyiv city and the Republic of Uzbekistan through the elective lists of Crimean Tatar public and political organizations and their unions.
Moreover, 200 delegates will be elected in the multi-mandate majoritarian elective districts, created by the Central election commission in the territory of the Autonomous Republic of Crimea, Zaporozhe and Kherson regions, Kyiv city and the Republic of Uzbekistan and in single-mandate elective district, including Kyiv city and Kyiv region.
At this, the final wording of the “Regulations…” provides the norm, allowing to subdivide the multi-mandate majoritarian elective districts at most – up to election of at least 2 delegates of Qurultay.
The optional contribution to the organization and holding of the elections for every candidate, nominating to the delegate of Qurultay will comprise 250 Hryvnias. The optional contribution for organizations and their unions will comprise the sum multiple to the number of candidates, included into their lists of candidates.
The “Regulations…” adopted also provides for holding of the elections of the delegates in the elective districts of one territorial-administrative unit in one day.
The delegates of Qurultay of the Crimean Tatar people paid their special attention to the articles of the “Regulations”, regulating the order of forming and activity of the Central elective commission, district and divisional election committee. The highest possible participation of the subjects of the elective process in their forming let us hope for holding the elections at the high level, as well as ensuring the clarity of every stage of the elective process and impartiality at determination of the results of the elections.
In addition the norm, prohibiting the members of the elective commissions of all levels to nominate to the delegate of Qurultay was adopted.
After the adoption in the whole “the Regulations on the elections of the delegates of Qurultay of the Crimean Tatar people” the delegates of Qurultay also formed the Central elective commission, numbering 17 persons. Zair Smedlyaev was elected the Head of the Central elective commission through the separate voting.
Reference: On July 21-22, 2012 the 4th session of Qurultay of the 5th convocation adopted the “Main principles of the elections of the delegates of Qurultay of the Crimean Tatar people” and the Central elective commission (CEC) was formed, numbering 35 members. At the same time the decision of Qurultay was adopted to order Mejlis of the Crimean Tatar people to adopt the Regulations on the elections of the delegates, prepared along with the CEC.
After the consideration of the prepared draft Regulations in detail at two meetings of Mejlis of the Crimean Tatar people the decision was adopted to submit it for consideration of the delegates of Qurultay of the Crimean Tatar people.
At this, almost one month before the session of Qurultay of the Crimean Tatar people the draft Regulations, considered at Mejlis of the Crimean Tatar people was published in “Avdet” newspaper, as well as in the website of Mejlis of the Crimean Tatar people for broad public consideration.
All proposals, additions and amendments to the published draft received were entered into the comparative table that was delivered among the delegates of Qurultay of the Crimean Tatar people and voted in the article by article way.
