On January 1, 2013 Ukraine started its chairing in the Organization for Security and Co-operation in Europe (OSCE).

The unanimous adoption of the decision on Ukraine’s chairing in the OSCE in 2013 by the Council of Ministers became the recognition of the role of Ukrainian state in strengthening of the regional security and stability, as well as the ability of the Ukrainian diplomacy to head the negotiations on the sensitive issues of the regional security.

In 2013 all year long the Minister of Foreign Affairs of Ukraine will be the Chairman of the OSCE. His duty is to coordinate the activity of the institutes of the organization, adoption of the timely measures, preventing the conflicts and crisis in the region, elimination of reasons that could lead to new conflicts. One of the traditionally significant tasks of the OSCE and its Chairman is the protection of the Human Rights in the territory of the European states, members of this influential organization.

The chairing in the OSCE during 2013 is a good chance for Ukraine to increase its authority, to demonstrate the ability to represent adequately and with dignity the face of this organization, to promote the strengthening of its political image. The chairing state of one of the leading international organizations also obtains the possibility to make sure of how its civilized condition and development corresponds to the high democratic standards of the human rights and how far it executes its responsibilities in the framework of the basic principles and tasks of the OSCE.

Chairing in the OSCE provides Ukraine with the possibility to make the broad monitoring of its legislation as for its conformity with the general European standards and synchronize it with demands of the legislative system of Europe, thus increasing its chances to ratify the Agreement on the Association with the European Union before the termination of its chairing in the OSCE.

At the same time it is evident that this very period – the year of chairing in the OSCE allows our country to count on the overall international assistance and promotion on the part of the OSCE member-states in elimination of the consequences of the deportation of the Crimean Tatar people from its Homeland and decades of the policy of the genocide, committed by the Communist regime of the former USSR against the indigenous people of Crimea.

As is known, in 2010 Mejlis of the Crimean Tatar people came up with the initiative to hold the special International forum on the restoration of the rights of the Crimean Tatar people in its Homeland, ensuring its safety and guarantees for its development in Ukraine under the aegis of the international and European organizations.

During the following years Mejlis of the Crimean Tatar people hold numerous meetings and consultations with the heads of the diplomatic missions and international organizations, accredited in Ukraine with the leading politicians and experts of Ukraine and other states with the MPs of the European Union and the Council of Europe. During these talks the idea of holding of the International forum found its broad respond and support.

At this, almost every participant of the meeting noted that holding of the International forum under the aegis of the OSCE High Commissioner on National Minorities will promote to its successful carrying out and achievement of the results expected.

Today the Draft Concept of the International forum on the restoration of the rights of the Crimean Tatar people in its Homeland, ensuring its safety and guarantees for its development in Ukraine, developed by the office of the OSCE High Commissioner on National Minorities was passed to the Administration of the President of Ukraine. This document contains the goals and tasks of the International forum, the mechanisms of the decision-making, it suggests the possible forms of the international assistance to the return of Crimean Tatars, their resettlement and legal integration to Ukrainian society, defines the circle of its participants.

Now holding of the International forum on the restoration of the rights of the Crimean Tatar people in its Homeland, ensuring its safety and guarantees for its development in Ukraine fully depends on the position of Ukrainian state.

In situation when the participation of Ukrainian state in the resettlement of Crimean Tatars, returning to their Homeland reduced drastically, when following more than 20 years since Ukraine’s independence no legislation was adopted, regulating the restoration of the rights of the Crimean Tatar people, ignoring of the international assistance under the aegis of the OSCE meet neither the interests of Ukrainian state, nor the expectations of Crimean Tatars on protection of their rights in their native land.

The delegates of Qurultay of the Crimean Tatar people addressed the President of Ukraine, asking him to order the Ministry of Foreign Affairs of Ukraine to include the issues of holding of the International forum on the restoration of the rights of the Crimean Tatar people in its Homeland, ensuring its safety and guarantees for its development in Ukraine into the agenda of the priority issues of Ukraine’s activity during its chairing in the OSCE.

The delegates of Qurultay of the Crimean Tatar people address the OSCE member-states to promote the holding International forum on the restoration of the rights of the Crimean Tatar people in its Homeland, ensuring its safety and guarantees for its development in Ukraine in 2013 under the aegis of the OSCE.
